Census Individual Rest API Memberships/Relationships/Residencies Not Created #12

When posting a census individual sent from the client side, the relationships, memberships, and residencies based on the given location external id and the relationship type, and the social group external ids. The individual is successfully created but without these fields.

Modified JSON Shallow Copier to return residency and membership
b34fc40 
information for an individual. This was missing and made census
individual appear to not be saving the information. Fixes #12
