Compile a list of bills

• Can we get this from the API?
• Should it be just for the last legislative year?
• As far back as any current legislators were in office?
• After we get the bills, we'll need to categorize them, so users can filter by bills related to a given category. Categories are things like environment, healthcare, education, etc.
