Utilizing the openstates.org API, prototype a bill search versus the Maine Legislative search for roll call votes.

I have a lot of questions about this... I don't think this is very well specified? Are there notes someplace else to help?

And you clearly asked for a prototype, which suggests that the tech stack doesn't matter, but we should probably look ahead to what the anticipated tech stack might be, so that it integrates will with the scorecard. (Or: is it possible that we should consider the existing scorecard a prototype and recode/redesign?)

The tech stack doesn't matter for this for now. The main idea is to look for a link between the openstate.org API (edit: openstates.org) and the Maine Legislative search tool at http://www.mainelegislature.org/LawMakerWeb/search.asp . Can the API help utilize the Maine search tool to determine voting patterns of the Maine State Congressional members? Right now, you have to explicitly enter a bill number in the Maine search tool to really get anywhere. The API helps narrow that down by giving a list of bills numbers.

We can always refactor the prototype into the desired stack. Right now, this is an exploration of the two systems.
