What is the data that will populate this system?
a. What are the sources?
b. What is the content?

Maybe this should be a separate issue, but once we know who the stakeholders are, we can address/brainstorm what questions one/stakeholders might like to answer with the data.

(And then, definitely a separate process, but brainstorm different paths for addressing those questions.)
