Introduction

The Open Navigation Surface Working Group meeting will be held in conjunction with the Canadian Hydrographic Conference 2024 in St. John's, NFL, Canada, details as above. There are two decisions for the group (majority vote of those present), three informative topics (updates on current activities), and two topics for general discussion (future work items) as outlined below.

Decisions

1. Uncertainty Models Definition. Proposal for revised uncertainty metadata interpretations. #2.

• Background statement on uncertainty (Calder)
• Proposal from NOAA for "NOAA Standard Uncertainty" (Buesseler)
• VOTE Adoption of NOAA proposal.
• Discussion on deprecating older/unsound uncertainty definitions (Calder)

2. Alignment of BlueTopo/S-102/BAG spatial metadata layer coordination. Alignment of BAG, BlueTopo, and S-102 metadata layer fields #5.

• Description of the current concerns for metadata layer compatibility (Rice)
• Discussion on S-102 alignment, which is time-sensitive (Masetti)

1. OGC Community standard process. OGC Community Standard #1.

• Provide update on rationale for OGC Community Standard (Rice).
• Provide update on process (Miles).

2. Library status. Library fuzzing using OSS Fuzz #3.

• Update on modifications since 2.0.1 (Miles).
• Addition of OSSFuzz for auto-testing (Miles).

3. GDAL/QGIS Visualisation. GDAL/QGIS Visualisation for BAG/VR-BAG #4.

• Update on current efforts (Rice).
• Interpretation of interpolation for navigational purposes (Masetti).
• Discussion on other concerns around what GDAL might do to the visualisation that might be significant for navigation (Calder).

Discussions

1. Certification and Digital Signature. Signing and assured provenance of BAG data #7.

• Background on DSS from BAG 1.0; need for signature schemes (Calder/Lawes).
• Discussion on support for a new DSS in 2.1.0 (Calder).
• Technical selection for cryptographic components that would be acceptable for implementation (Calder).

2. Encouraging more full BAG Implementation. Treatment of optional metadata layers in BAG as an OGC standard #6.

• Background on use case (Lawes).
• Discussion with focus on vendors: what would it take to encourage fuller implementation of optional layers? (Calder).
• Would we consider upgrading some optional layers to be mandatory? (Calder).
