The tooltip should display:

  • the current employees
  • the maximum employees
  • the amount of employees by pop type
  • the modifiers affecting maximum employees (rgo_size modifiers)
  • the province size (rgo size_multiplier in code)

The tooltip has to use localisation instead of hardcoded text and use the actual RGO values.
