[BUG]: Read Dead Revolver black garbage on screen

Describe the Bug

After starting a new game and taking control you will see black garbage on the screen.

Regression from #10927, build v1.7.5666

Reproduction Steps

Load provided blockdump and button smash through the start new game prompts till you get in game and notice the black garbage on screen. Disable safe features "fixes" the issue so that provides some clues as to what this might be,
