[BUG]: Peripheral Disconnect Issue #14624

Describe the Bug

I have wireless peripherals and they go to sleep after 5 minutes of not using them. One thing I've noticed is that if my wireless mouse/controler goes to sleep or if I unplug it from the system, PCSX2 will freeze and hiccup for a few seconds and then go on as normal. If I move my mouse again, it will hiccup again. My use case is that I stream into another room sometimes and if I'm playing a game like guitar hero, I'll have a guitar and a controller to navigate my Playnite setup. If that controller, or a mouse, or any other peripheral gets activated/deactivated, it seems like PCSX2 tries to reconfigure some things instead of ignoring this. Is there a setting or something that I'm missing? I have tested this in general with just YouTube videos playing or other emulators like Xenia and haven't noticed anything like this.

Reproduction Steps

Start a game, while its playing, disconnect/reconnect a peripheral. Unplugging a mouse and replugging it in should recreate it.

Expected Behavior

I would say any additional peripheral activity gets ignored but I can understand needing to reprocess if you're playing a multiplayer game. Maybe only for disconnects?
