Make the list of eligible publications visible #364

Create a new view on the website with all the publications from the Curation Tracker with:

Publication details
Eligibility (and whether the score is available)
If it’s in the Catalog or not (e.g. PGP ID)

The view might contain a simple form to filter data (by eligibility for instance).

We could also have new REST API endpoints, similar to the Publication endpoints:

Listing all the publications
Single entry using the PMID (or DOI ?)
Search endpoint using the PMID (or DOI ?)
