Using ubuntu,xubuntu,xubuntu-minimal 24.04 ISOs and simply changing to non graphical breaks the ISO.

To Reproduce
Create a new project.
Attach a 24.04 disk
In the virtual environment terminal type:
systemctl set-default multi-user.target
Click next and Test the ISO and see you never get to the terminal login prompt, it hangs after boot with a flashing cursor.

To assist with debugging modify grub.cfg to remove quiet and splash boot options.
If installing the default ubuntu ISO to a machine and then setting to multi-user mode it works as expected.
