There's no lint error with current ESLint configuration, while there are in fact many1. This means to me that the ESLint configuration needs improvement.

chore: update configuration files

This commit mainly improve the ESLint configuration and add some additional changes to TypeScript
parser configuration. Other configuration files are now ECMAScript modules (ESMs). Note that ESLint
does not support ESM configuration.

Fixes #23
