Symmetric option in trimOrPad

When using PyDynamic.misc.tools.trimOrPad to adjust a window to a given length, the center position of that window needs to be maintained.

An option like "type='symmetric'" in trimOrPad would result in padding to the left and right equally. In the same way, trimming may be carried out equally at both ends then.
