在训练服务器上，开启了GPU训练，但是GPU的使用率一直为0，CPU使用率很高，看起来GPU训练没有生效，换了很多版本都不行？

Python: 3.10
Paddle: 2.6.2
显卡： 3090

机器是单机3090单卡，训练的命令是基于：CUDA_VISIBLE_DEVICES=0 python tools/train.py -c ${config}
