Autogenerate API documentation using `sphinx-apidoc`

Currently our api is defined at `reference.rst` . Let's swap this for a call to https://www.sphinx-doc.org/en/master/man/sphinx-apidoc.html

(I'm not 100% sure if sphinx-apidoc is the correct tool for the job - I think it is but I might be wrong)
