Reduce retry delay for failed messages #4289

Describe the suggested improvement

The message retry can take up to a couple of seconds (5 seconds interval for jobs scheduler, and delay due to sending control command).

We could make the delay shorter if the scheduler was triggered whenever the retry operation is scheduled.
