[BUG] Boot Watchdog not triggering

Environment

• Pi hardware version: Rpi4
• OS version: Raspbian Lite BullsEye
• Application version: N/A

To Reproduce
Steps to reproduce the behavior:

• Execute the script found here: https://github.com/PiSugar/pisugar-power-manager-rs/blob/master/scripts/BootWatchdogPiSugar3.sh
• Reboot the Rpi4 with PiSugar 3 in an invalid state or without the SD card or properly booting the system without resetting the boot watchdog bit.

Expected behavior
I expect the PiSugar to power off and restart after a minute and a half, as described in the documentation.
But the system keeps running normally.
