Description

In the BreakpointsView panel (Data section), the Clear all data breakpoints icon button has title, but it has no aria-label. Screen readers announce it as unlabeled button.

Steps to Reproduce

1. Open the BreakpointsView panel.
2. Create or expand a breakpoint data so the clear all data breakpoints icon button is visible.
3. Inspect the Clear all data breakpoints icon button.

Expected Behavior

The button should has aria-label="Clear all data breakpoints".

Actual Behavior

The button has no aria-label.

✅ Validated

VALID accessibility bug confirmed. The screenshot/video clearly demonstrates that the "Clear all data breakpoints" icon button in the Data Breakpoints section has a title attribute but is missing the aria-label attribute.

Code verification in src/components/debugger/DataBreakpointPanel.tsx (line 90) and src/components/debugger/BreakpointsView.tsx (line 1459) confirms the button only sets title/tooltip but no aria-label. The underlying IconButton component in src/components/ui/IconButton.tsx (line 95) only passes the tooltip as title attribute, never setting aria-label.

This is a legitimate accessibility issue where screen readers will announce the button as "unlabeled button" instead of "Clear all data breakpoints button". Not a duplicate of #29480 (different button in Function section vs this one in Data section).
