Investigate website defaults to US page

When I open the PolicyEngine site in Chrome, it always defaults to the US page, regardless of my location or past visits.

To comment on this: we currently navigate by default to a country page based on system language settings. If your language list does not include a particular British English tag (if I remember correctly), then you are navigated automatically to the US site. We should rethink this approach.
