It seems to often break when we have changes in the microdata that affect negatives in the data.

Not just in policyengine.py, this is happening in the live site, e.g. breaking for a UBI

This seems like more of an upstream issue, should it be in microdf or a country package or data package?

The bug is in microdf- that package needs a clean-up and to remove unused functions that aren't maintained anymore I think
