Android 16 RoleManager - Gallery "Always" button greyed out (v3.7)

Android Version: 16 (Baklava / QPR)

Describe the bug:
The system Intent Resolver (the "Open With" dialog) does not allow setting a default application for photos/images. Even when multiple gallery apps (Google Photos, Simple Gallery, etc.) are installed, the "Always" button remains disabled/greyed out. This prevents the user from assigning the android.app.role.GALLERY role through the UI.

Steps to reproduce:
Open a file manager.
Tap on any .jpg or .png file.
When the "Open with" menu appears, select any app.
The "Always" button is visible but non-functional (greyed out).
Additional context:
Problem persists even after disabling the stock system gallery.
"Reset app preferences" does not resolve the issue.
Manually granting "All files access" to the target app does not enable the button.
This appears to be a framework-level issue with how the ROM handles the new Android 16 Role Manager constraints.
