Borg Topicals never run out mid-application. #637

📋 Description
Topicals applied by borgs do not stop application once you run out if there is available damage to heal, unless the doafter is halted by an outside force.
🔁 Steps to Reproduce
- Spawn as a Medical Chassis borg.
- Spawn a dummy character.
- Deal substantial Brute or Burn damage to the dummy. More than your current stack of topicals for that damage type could heal.
- Equip the topical for the dealt damage type.
- Apply topical, let repeat until the stack empties.
- Watch as your borg continues to apply 'Ghost topicals' until all damage is cleared.
💥 Expected Behavior
Topical application should immediately cease upon running out of them, not continue.
🧠 Actual Behavior
When applying topicals to an injured person, if you run out of topicals, but the person still has damage that said topicals could heal, then you will continue to apply "Ghost topicals" for free healing.
