Error occurs occasionally. Goes away when clicking reload.

I assume either public/js/Legend.js or public/js/SpeciesFilter.js has not loaded yet.

This is occurring in a page where additional javascript is being added to display Code for America location and app selection navigation so we can add navigation to other cities expanding on the map tools.
