[Record] Tket 1.34 / 1.33 - Hangs on QAOA100 benchmark in device benchmarks

The latest release of Tket, 1.34, hangs benchpress on

tket_gym/device_transpile/test_summit.py::TestWorkoutDeviceTranspile100Q::test_QAOA_100_transpile

This is true for 1.33 as well. I have gone back to 1.31, which was used in the paper, and the test completes in O(10) seconds. It hangs in a manner where the timeout does not work, and therefore the above should be added to the skipfile when using these versions
