What should we add?

Now that we are in the utility era, it would be nice to have idle_wires=False by default. I end up having to set it manually every time, and it is getting old fast.

Would it help to have a circuit_ idle_wires setting in ~/.qiskit/settings.conf (similar to circuit_reverse_bits)?

It could, but at the end of the day, as devices get bigger, but people still want to few some circuits, the default should move to idle_wires-False. So one can kick the can down the road if desired, but it will have to change at some point. I would say this should go in 2.0

Sounds good. Let's add the setting option in 1.2 and change the default in 2.0.
