I think the whole resource_requester argument is superfluous now and can be deleted, and the handling removed from QuantumCircuit.append. Happy to wait for a follow-up for that.

With #13506 and the removal of Instruction{,Set}.c_if, the logic is no longer needed, and just wastes cycles in append.
