What is the expected enhancement?

They are now available for us: https://github.blog/changelog/2025-01-16-linux-arm64-hosted-runners-now-available-for-free-in-public-repositories-public-preview/. They will make the release faster, especially now that we have to use QEMU to build musl versions as well.

In short it is Qiskit/qiskit#13682. Mind you, I'd like to do it after the 0.16 because I have tested that the wheels build and "if it ain't broke, don't fix it"
