Background

The Web Content Accessibility Guidelines (WCAG) are used to make web content more accessible to people with disabilities.

In this first phase, we will work towards making JupyterLab more accessible for low-vision and ambulatory users.

We have another issue tracking WCAG compliance - to keep things tidy I will merge these two since it makes sense considering the overlap and timelines we are managing
