Add TABULA archetypes for Eastern Germany

What is the problem?

• Missing TABULA archetypes for Eastern Germany

Why do we want to solve it?

• Apply TEASER for communities in the region

How do we want to solve it?

• Add the type elements in a new file teaser/data/input/inputdata/TypeElements_TABULA_DE_East
  • only for those archetypes that are different from the generic TABULA_DE archetypes
• add teaser/logic/archetypebuildings/tabula/de_east
  • only add multifamilyhouse and apartmentblock, as these are the only ones where archetypes are different. make them inherit from teaser.logic.archetypebuildings.tabula.de.singlefamilyhouse.SingleFamilyHouse
• add 'tabula_de_east' as a valid option everywhere where 'tabula_de' is accepted at the moment
• if 'tabula_de_east' is chosen, load 'tabula_de' buildings by default and teaser.logic.archetypebuildings.tabula.de_east.multifamilyhouse.MultiFamilyHouse or teaser.logic.archetypebuildings.tabula.de_east.apartmentblock.ApartmentBlock only for certain years of construction.
