jalapi, jallib API documentation, is currently done by extracting code from
jal files and produce HTML via a Cheetah template.
Since DITA is used, jalapi can be done with it. More, it may use "api"
command in order to extract global var/const and proc/func signature. At
least some serious refactoring in jallib.py is needed.
Having this done in DITA allow integration with existing ditamap, code can
be tagged and check within documentation examples.
