Just a bit TLDR about "What's good for this algorithm in building block":

• It gives priority to attestations that move consensus forward right away: Finalize first, then Justify, then Build.
• It avoids the repeated temporary-block process_block loop used by the current round-based builder by tracking projected justified/finalized slots in memory.
• Candidate ordering is more explicit: first by Finalize / Justify / Build, then by how many new voters the candidate adds.
