Resource owners is not visible if set as custom GUI theme

Issue description

Resource file (.tres, res) owners is not visible in the owners list if set as custom GUI theme in project setting.

This could be a potentially fatal mistake during optimisation, as programmers and artists might delete the file, mistaking it for an orphaned file

Steps to reproduce

1. Create a new theme file
2. Apply the theme from Project Setting > General > GUI > Theme > Custom
3. Go to FileSystem dock, then right click on the theme file. Select View Owners...
4. You can see it has no owner despite its being used as a custom GUI theme project-wide.

I've just tested it in Godot 4.3 stable. Yes, it's reproducible there.
