1.此客户端的hevc解码由微软提供的解码插件提供支持，那么是否只需要b站和微软提供hevc版权费就可以了？
2.如果在安卓端开发一个第三方b站客户端并提供硬解hevc的支持，不依赖于其他外置的解码插件，请问是否一定需要缴纳版权费用?以小米手机为例，此版权费是否已经由高通、小米等公司垫付？
