Tc3 Build 4026 changes

Hello,

Do we need to include all the known changes between 4024 and 4026 in the changelog? I already have found an issue with one of the new feature of the 4026 and I don't really know where to indicate this issue. Since it only affects 4026, I don't know if we can put it in the section known issues.

The bug is related to a parameter inside the configuration of the PLC project setting:

In the setting of the PLC project, under Target Behavior section, the parameter checkbox Restore moved Pointer/References has no effect. The Pointer/References that are moved during an online change operation will always be restored regardless of this setting.

I'm currently not working with TwinCAT anymore, so I'm not updating the changelog.

You can open a PR to add a section with known issues for version 4026.
