[Feature Request] Add controller hotkeys for the controller and graphics menu

The Graphics and Input hotkeys can only be bound to keyboard keys. Could these be added to the controller hotkeys as well?

Especially with the graphics hotkey allowing you to set per-game configurations in the graphics menu, it would be helpful to bind these to controller hotkeys as well.

Sadly that currently isn't possible due to the way plugins work and there's no API available to make that possible right now, I'll keep this open though if I come up with an implementation in the future.
