in the game YOSHI STORY, when changing the texture to the 5xBRZ or 6xBRZ Enhancement, the french rate drops when running with the character

Make sure RMG is using your RTX 3080 in NVIDIA settings instead of relying on your Ryzen. You can find guides online.

It could also be that 6xBRZ is (near)exhausting your VRAM on 12GB.

Maybe your texture cache setting is too low, try bumping that up a fair bit and test it.
In my experience the default in a Mupen Android port (M64P FZ) with Banjo-Tooie suffers from unstable stalling due to a very low cache value (due to purging?) when enabling 5xbrz or 6xbrz until I had increased that value.
The value according to the info text is for both high resolution textures and/or texture filtering.

Considering Yoshi Story is a texture-heavy game from mostly 2D graphics including lots of animation frames, it may be surprisingly demanding on texture cache disregarding how powerful the graphics card is.
