When flagging can I discuss random things with my flagging friends?
If a new user enters and ask me something about the site, can I give them direction?
If a user ask something about a topic that I know, can I talk about it in chat?

When do I need to direct to another chat room?

seems a little bit useless to me. Description is:

This room is dedicated to moderating content on Stack Overflow

so, if a user asks something about SO, it is acceptable. Do you have something specific in your mind I have missed?

@double-beep The description is (emphasis mine):

This room is dedicated to moderating content on Stack Overflow with the use of bots.

I think the question you referred to is about users asking things like "is my question on topic" or "why won't the site let me comment," which is outside of the scope given in the room description.

@NobodyNada I am not sure if that's why Petter raised the topic, but take a look here and the related conversation in the transcript (may bookmark it tomorrow).

So, these questions are on-topic for this room unless they request us actions as we handle requests only from the bots. This should be specified IMHO with a more specific comment. E.g. what will user say about? E.g. reopen my question? or why I cannot comment? The first is off-topic, the second is on-topic as per Petter, however it would be interesting to discuss that as it is not clear.
