/f lock locks out the factions plugin, but not even the console can turn it back on. #272

Describe the bug
When the /f lock command is used, the entire factions plugin is disabled, and admins and not even the console can re-enable it.

Need more info and steps to reproduce, and what messages are sent when trying to unlock.
