Figure out Monorepo strategy #593

Description

We are currently 4 major version behind the latest release of lerna. We should consider either upgrading to the latest version or switching to a new monorepo framework such as turborepo, nx or pnpm.

IF it's easy enough, let's do it. Otherwise it's ok.

I would be this at a medium. There are always annoying configuration issues that pop up and can become time consuming.
