[Bootcamp] Fix moderator access to "Users" (moderator side)

Task Brief

Currently, users labeled "Moderators" have access to the "Users" page. We want to remove this permission.

Expected Deliverables

Prevent moderators from accessing the "Users" page. Visibly remove the button, and check that navigating to https://lost-and-found-staging.up.railway.app/manage/users does not allow a mod to see the users as well.
