This ticket is for follow-up work to PR #9407.

Tech debt (in no particular order):

transpilePackages: ["geist"]?
Use Card as basis for LibraryAgentCard, LibraryNotificationCard and standardize hover effects using shad/cn (1, 2, 3)
Fix timeout bodge in LibrarySortMenu
Decomplexify LibraryNotificationDropdown
Try to deduplicate search bar implementations between store and library
Give useGraphIsActiveVersion a better name
Maybe throw an exception if a user tries to add the same agent twice
Reduce pagination boilerplate

Functional debt:

Integrate & enable notifications UI (#8776)
Integrate/implement actual notifications system (#8777)
