Phone/SMS service to recieve news

the idea is to have a phone number to text or call and you can either receive a text or hear the latest news (example: minuto a minuto de endi.com)

reasoning:
I live in Hato Rey (San Juan) and my only way to stay inform during the last week was the radio, but many station are just discussing specific topics and not cover everything that happens in a short time. So people with no power that cant have their radio(if they have a radio) on all day are not really aware of everything happening.
Not everybody have signal right now that the only issue I find with this ideally we could broadcast a news station repeating news every 15min or something but that more complex.

how-to:
I think some text/call api can be combine with some text to speech service. dont know if a solution for this already exists.

I work for a company that does internet telephony stuff. This is fairly easy to do; in fact I could probably set it up in just a couple of hours. Just need the URLs (or ways to scrape for URLs) of the data sources we want to make available.
