[Issue]: ShowCoverSheet launching Workflow multiple times

Describe the Issue in Detail

We upgraded from Rock 17.0 to 17.1 and now when using a ShowCoverSheet to show a page that contains a WorkflowEntry, the workflow is launched twice.
When the workflow is complete, only 1 of the workflows is set to complete and the other is still active.

This happens regardless of the ShowCoverSheet parameters "WaitForReady", "IsNavigationPage", or "ShowNavigationBar".

The page and workflow have not been modified.

Using PushPage works correctly and only launches one workflow.

Steps to Reproduce

1. Open Check-In
2. Check workflow log and see that there are 2 active.
3. When the workflow is complete, only 1 of the workflows is set to complete and the other is still active.

Expected Behavior

Only 1 workflow should be launched

Actual Behavior

2 workflows are launched.
