PoolDenseConnector sets self.__weights as a numpy.array

sPyNNaker/spynnaker/pyNN/models/neural_projections/connectors/pool_dense_connector.py

Line 99 in 48db4dc

self.__weights = numpy.array(weights)

yet there are a lot of isinstance calls on self.__weights
