I am training the maskrcnn on my own dataset using this repo on COLAB. The training is not using the GPU while training no matter what. Tried uninstalling tensorflow, and keeping only tensorflow-gpu. Still does not work. Anyone knows why.

Did you try checking if the runtime type-> hardware acclerator is set to GPU?
