Add a command to send a message to a channel

In order to have a cool warning message when your show is almost over, it would be nice to add a program command that just sends a message to a channel. This would allow us to use cron jobs to notify people at, say, five minutes before every show. It should have a toggle that only sends a message if there is currently a show on air rather than just autofade.
