Refactor behavior of sumologic.collectionMonitoring to use a separate processor

          If collection monitoring is disabled, we add the namespace where the Helm Chart is installed to the exclude regez. Apparently this setting didn't work for metrics before.

@astencel-sumo I think it might be safer to use an otel processor for this directly. Modifying user-supplied regex can have unexpected edge cases, and isn't very clear as evidenced by Raj's comment. Can we fix this in a separate PR?
