Feature Request, TPA fixes

Players are exploiting the TPA perms by waiting several minutes to accept the tpa here request , the player that sent it then goes to his base, then the other player accepts it, tpa-ing them to there base.

Maybe:
TPA/TPAhere expires in 60 sec
TPA/TPAhere is bound to the cords it was sent from
