gps되는거 확인 권한설정창 뜨기전에 앱이죽지만 권한설정 걸어주면 앱이안죽음

퍼미션 허용하면 바로 onResume()가 호출되면서 LocationManager 가 바로 널이더라고 그래서 예외처리감싸서 gps쪽 onCreate함수쪽에 있던거 메소드로 따로 빼서 한번 호출하게 해서 앱 처음에 죽는거 해결
