Implement Migration and seeding workflow

Description

Add DB migrations and deterministic seed data management.

Requirements and context

• Must be secure, tested, and documented
• Should be efficient and easy to review
• Repository scope: Talenttrust/Talenttrust-Backend only
• Keep implementation aligned with existing project architecture and coding standards

Suggested execution

• Fork the repo and create a branch
• git checkout -b feature/backend-14-migration-and-seeding-workflow
• Implement changes
  • Write code in: src/index.ts and modularized src/* files for add db migrations and deterministic seed data management.
