Mariadb needs to have (time)zoneinfo to show certain pages in admin side #394

..For example Mailer, Message logs produces 500 with ValueError: Database returned an invalid datetime value. Are time zone definitions for your database installed? if this isn't done in certain systems, so we should add note somewhere in readme.

mysql_tzinfo_to_sql /usr/share/zoneinfo | mysql -u root mysql

To clarify (for myself later on): Mainly indeed documentation, I assume in docker base this is already provided per default or in the process, but for some reason on most OS bare metal installs Mariadb needs this done by hand, because of reasons? AFAIK does not affect Postgres.
